Sundown Clauses & Program Review

Government programs should exist to solve real problems—not to operate indefinitely without review. Sundown clauses introduce a simple but powerful principle: programs must be periodically reevaluated and reauthorized based on results, effectiveness, and current need.


As your Representative, I will introduce legislation that requires all future legislation to require scheduled periodic review for efficacy. By requiring regular review, sundown clauses help prevent waste, duplication, and outdated programs from quietly expanding long after their original purpose has been met. This creates a culture of accountability where agencies are focused on outcomes, efficiency, and measurable benefit to the public—not just maintaining budgets or headcounts.


Reevaluating existing programs also allows Congress to modernize government operations. Programs that work can be strengthened, streamlined, or expanded. Programs that no longer deliver results can be reformed, consolidated, or responsibly phased out allowing tax reductions across the board. This approach reduces unnecessary spending, slows the growth of the national debt, and ensures taxpayer dollars are directed where they have the greatest impact.


Sundown clauses are not about cutting for the sake of cutting—they are about making government smarter, leaner, and more effective. Regular review ensures that government evolves with the needs of the people it serves, rather than accumulating inefficiencies over time.

Healthcare Reform

America’s healthcare challenges won’t be solved by a single policy or slogan. Costs are driven by workforce shortages, fragmented insurance systems, opaque pricing, and poor coordination across care settings. Real reform requires addressing each of these failures at the same time—in ways that improve quality, expand access, and lower long-term costs for taxpayers.


As your representative, I will first propose legislation to expand the supply of healthcare professionals by establishing a tuition-free national medical sciences university focused on training doctors, nurses, and allied health professionals in high-need specialties and regions. Increasing the healthcare workforce reduces scarcity, improves staffing ratios, shortens wait times, and lowers overall costs across Medicare, Medicaid, and Veterans Affairs facilities—while improving quality of care and reducing burnout.


Second, we will create an affordable baseline health insurance plan that guarantees access to essential care and gradually replaces today’s fragmented Medicare and Medicaid systems. A simplified, predictable public plan reduces administrative waste, improves budgeting, and gives the government greater leverage to control costs—while ensuring no American loses access to care during the transition.


Third, we will reinforce in law the principle of most-favored-nation pricing across healthcare inputs, beginning with prescription drugs. Americans should not pay more for the same medicines, devices, or treatments than patients in comparable countries. Fair pricing protects taxpayers and patients alike.


Fourth, we will negotiate firmly with private health insurance companies: operate with reasonable margins and transparent costs, or lose access to government-backed insurance markets. Insurers should compete on efficiency, service quality, and care coordination—not excessive overhead or opaque pricing.


Finally, we will create a national medical professional coordination database to help clinics, hospitals, surgical centers, and providers connect, staff, and collaborate nationwide. Better coordination reduces delays, improves surge response, and ensures medical expertise is deployed where it’s needed most.


This approach is not about ideology—it’s about increasing supply, enforcing fair prices, simplifying coverage, and modernizing coordination so healthcare works better for patients, providers, and taxpayers.

Term Limits

Term limits help keep government accountable by ensuring that public office remains a place of service, not a lifetime career. By preventing the concentration of power in the hands of a few long-serving officials, term limits reduce entrenchment, limit special-interest influence, and encourage representatives to focus on long-term solutions rather than perpetual reelection. They open the door for new voices—working professionals, small business owners, veterans, and community leaders—bringing fresh perspectives and real-world experience into government. Just as most Americans change careers over time, term limits align public service with the realities of everyday life, reinforcing the principle that no one is indispensable and that power should regularly return to the people. 


As your representative, I promise to promote legislation that places term limits on members of congress. Specifically, I would promote four, two-year terms for House of Representative members and two, six-year terms for Senators. 

PReserving our Rights!

Protection of Rights

At the core of our nation is a simple principle: government exists to protect the rights of the people—not to grant them. These rights are inherent, not negotiable, and must be defended consistently and without exception.

Constitutional Foundation

I am committed to upholding the United States Constitution as the supreme law of the land. Every policy decision should be evaluated through a constitutional lens—ensuring that federal authority remains limited and that individual liberties are preserved.

Freedom of Speech and Expression

The right to speak freely, assemble peacefully, and express ideas without fear of government retaliation is essential to a functioning republic.
I will oppose any effort—public or private—that seeks to silence lawful speech or undermine open discourse.

Right to Bear Arms

The Second Amendment is a fundamental safeguard of personal liberty and security.
I support the right of law-abiding citizens to own and carry firearms and will oppose measures that infringe upon this constitutional protection.

Right to Privacy

Americans have the right to be secure in their homes, communications, and personal data.
I will work to limit unlawful surveillance, strengthen protections against government overreach, and ensure that advancing technology does not erode fundamental privacy rights.

Due Process and Equal Protection

Every individual is entitled to fair treatment under the law.
I support:

  • The presumption of innocence
     
  • The right to a fair and timely trial
     
  • Equal application of the law, regardless of status or background
     

Justice must be impartial, consistent, and rooted in the rule of law.

Religious Freedom

The freedom to practice one’s faith—or choose not to—must remain protected.
Government should never compel belief, nor restrict lawful religious expression.

Protection from Government Overreach

A growing federal bureaucracy threatens individual liberty and local self-governance.
I will advocate for:

  • Limiting federal overreach
     
  • Returning decision-making power to states and communities
     
  • Increasing transparency and accountability in government

Property Rights

Private property rights are essential to economic freedom and personal independence.
I oppose unjust seizure of property and support policies that protect landowners, farmers, and small businesses.

Digital and Modern Rights

As technology evolves, so must our vigilance in protecting rights.
I support:

  • Strong data ownership protections
     
  • Limits on warrantless digital surveillance
     
  • Accountability for both government agencies and large corporations handling personal data

Closing Principle

Protecting rights is not situational—it is foundational.
A government that respects its limits earns the trust of its people. A government that does not must be held accountable.

Election Reform

 

Sensible Election Reform — Strong Security, Broad Participation

Elections are the cornerstone of our Republic. Americans must be confident that every legal vote is counted, every ineligible vote is excluded, and election outcomes reflect the will of the people. This starts with strengthening election integrity while protecting access for all eligible citizens.


Secure Identity Verification

A commonsense voter photo ID requirement at the polls—already approved by voters in states like Wisconsin and supported by strong majorities nationwide—ensures that each person casting a ballot is who they say they are. These laws have been upheld in federal court and are designed to prevent fraud while preserving access for legitimate voters. 


In addition, requiring proof of citizenship when registering to vote addresses a basic requirement of federal elections: only U.S. citizens may vote. Legislative efforts like the Safeguard American Voter Eligibility (SAVE) Act seek to make this verification part of the federal registration process, strengthening the integrity of voter rolls. 


Accurate and Up-to-Date Voter Rolls

Keeping voter registration lists accurate and timely is essential. Regular maintenance of voter rolls—removing duplicate entries and updating registrations when voters move or become ineligible—reduces confusion at the polls and safeguards against potential errors or abuse. Proposals currently under discussion in Congress would require states to update these rolls frequently, enhancing accountability. 


Balanced Mail-Voting Safeguards

While mail-in voting provides a convenient and important option for many Americans—especially seniors and those with mobility challenges—it should be administered in a way that ensures ballots are valid and timely. Sensible reforms would require that mailed ballots arrive by Election Day and include reliable verification steps, while still accommodating voters who need or choose this method.


Paper Ballots and Audits

Paper ballots and secure records provide an auditable trail that reassures the public about election outcomes. Risk-limiting audits and transparent post-election reviews strengthen confidence and help detect errors without disenfranchising voters. 


Modernizing Registration and Administration

Reforms should also make voter registration and election administration clearer and more efficient. This includes ensuring citizens can easily register, update their registration, and understand voting requirements. At the same time, technology and administrative systems must be reliable, secure, and protected against cyber threats.


A Balanced Approach

These reforms are not about making it harder to vote—they are about making sure voting is fair, secure, and trusted by all Americans. When voters know that election rules are clear, consistently applied, and built on transparent processes, participation can grow—not shrink—because people trust the system.


A modern election framework should reflect:

  • Secure identity verification that protects ballot legitimacy 
  • Accurate, well-maintained voter rolls
  • Trustworthy ballot handling and audit procedures
  • Accessible registration that reaches every eligible citizen
     

Common-sense election reform strengthens both the security and accessibility of our elections, ensuring that the democratic process remains robust, trusted, and reflective of the American people’s will.

Earned Citizenship

America is a nation of laws and a nation of opportunity. We can—and must—protect both. Immigration reform begins with secure borders, consistent enforcement, and respect for the rule of law. Without order, there is no fairness. Without enforcement, there is no system.


At the same time, we must confront economic reality with honesty. Across this country—particularly in agriculture, construction, food processing, and essential service industries—local communities rely on the hard work of immigrant labor. Many farmers and rural economies depend on reliable seasonal and year-round workers to plant, harvest, process, and distribute food that feeds our nation. Ignoring this reality harms American agriculture, small businesses, and the consumers who depend on them.


As your representative, I will support earned pathway to legal status—and eventual citizenship—for non-violent individuals with clean records who have demonstrated a consistent history of work, tax contribution, and commitment to their communities. This is not blanket amnesty. It is a structured, accountable process requiring background checks, restitution of penalties where appropriate, tax compliance verification, English proficiency, and civics education.


To strengthen both the workforce and the rule of law, we will establish a secure nationwide sponsorship and employment verification database. This system will:


  • Protect American workers by prioritizing lawful hiring
  • Allow farmers and employers to legally sponsor needed labor
  • Prevent exploitation and under-the-table employment
  • Provide transparency and enforceable standards
  • Create an orderly transition from unlawful status to lawful participation
     

This approach strengthens border security while stabilizing key industries. It protects wages, enforces standards, and ensures that those who have worked, paid taxes, and contributed to our communities have a clear, earned path forward under American law.

Law Enforcement

A safe and orderly nation requires the rule of law. Immigration and Customs Enforcement (ICE), Border Patrol, and local law enforcement officers serve on the front lines of that responsibility. They protect communities, enforce federal and state laws, combat human trafficking, intercept dangerous narcotics, and respond daily to emergencies that most Americans never see. They have earned our unconditional support.


I want to be absolutely clear: the vast majority of officers perform their duties with professionalism and integrity. As your representative, I vow to give my continuous support, push for proper training, use legislative authority to allocate modern equipment, and promote policies that allow our law enforcement to do their jobs safely and effectively. Undermining law enforcement in any way as an institution weakens public safety and erodes confidence in the rule of law.


At the same time, supporting law enforcement does not mean ignoring the need for reform. Public trust depends on accountability. Clear standards, strong oversight, transparent reporting, and constitutional guardrails protect both citizens and officers. Good officers benefit when misconduct is addressed swiftly and fairly, because accountability strengthens legitimacy.


True reform should focus on:


  • Consistent training standards rooted in constitutional protections
  • Clear use-of-force policies and independent review mechanisms 
  • Body camera transparency and reliable data collection 
  • Due process protections in immigration enforcement 
  • Resources for officer wellness and mental health
     

We can defend those who defend us while also modernizing systems to ensure fairness and professionalism. Safety and civil liberties are not opposing goals—they are mutually reinforcing. When law enforcement is well-trained, properly supported, and held to clear standards, communities are safer and trust is stronger.


This approach rejects false choices. We do not weaken law enforcement, and we do not weaken accountability. We strengthen both.

  • Cut red tape that makes it harder to operate and plan
